Utility Allowance Survey and Study
The Housing Authority of Pikeville will accept competitive sealed proposals for a consulting firm to conduct a utility allowance survey and study for their public housing and Section 8 units that utilize allowances. Utility allowances will be determined in accordance with 24 CFR 965 Subpart E-Resident Allowances for Utilities and Public Housing Utility Allowance Guidebook for the Low-Rent Public Housing Program and 24 CFR 982.517 -Utility Allowance Schedule, HUD Guidebook 7420.10G and Instructions to Form HUD-52667-Allowances for Tenant-Furnished Utilities and Other Services.
All applicants must be familiar with the U.S. Department of Housing and Urban Development’s Regulations pertaining to Tenant Allowances for Utilities. Deadline to submit proposals and credentials is 3:00 p.m. on December 15′ 2016 at the address listed below.
RFP’s can be obtained Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m. at the address below. The RFP package can also be obtained at www.hapky.org. Firms obtaining the RFP package from the website are encouraged to send and email notification of RFP receipt to sburchett@hapky.org to ensure that Bid Addendums are received.
