Position Summary: This position will report directly to the Chief Financial Officer (CFO). The Controller is responsible for managing the day-to-day operations of all finance, accounting, and reporting activities of the Sanford Housing Authority (SHA) and its affiliates. The Controller assists the CFO with leading the overall accounting, finance, cash management, and operations strategy and has functional responsibility for standard operating procedures (SOPs).

The Controller will ensure that business systems, policies, and SOPs are in place to support effective program implementation and provide strong internal controls. This position involves ensuring maximum utilization of program funds using best practice budgetary controls and financial analysis. The Controller prepares reports for internal use analyzing the Rental Assistance Demonstration (RAD) Project-Based Voucher (PBV) and traditional PBV programs, Low-Income Housing Tax Housing Credit (LIHTC) programs, Choice Voucher (HCV) program, self-sufficiency, homeless, supportive housing, and other HUD program operating budgets. The position assists in developing financial models to evaluate cash flows, create pro forma financials, real estate market data, and test scenarios, and ensure the maximization of operational performance of affordable housing development opportunities.

Required Education/Experience:

  • Prefer master’s degree in Accounting, Business Administration, or Public Administration, and five (5) years of broad finance experience with at least five (3) years as an accounting supervisor, preferably with a housing authority, government entity, or nonprofit or an equivalent combination of education and experience.
  • Bachelor’s degree in Accounting, Business Administration, or Public Administration, and seven (7) years of broad finance experience with at least five (5) years as an accounting supervisor, preferably with a housing authority, government entity, or nonprofit or an equivalent combination of education and experience.
  • Must be certified or obtain HCV Financial Management or equivalent within one year of employment.
  • Must be certified or obtain HCV Financial Accounting and Reporting or equivalent within one year of employment.
  • Must be certified or obtain LIHTC Management (HCCP) or equivalent within one year of employment.
  • Must be certified or obtain RAD PBV Specialist or equivalent within one year of employment
  • Must be certified or obtain Supervision & Management or equivalent within one year of employment.
  • Must be certified or obtain Procurement & Section 3 certification or equivalent within one year of employment.
