The Washington County Housing Services (the Housing Authority for Washington County) is seeking a qualified and experienced Housing Asset Manager to oversee the physical, regulatory and fiscal operations of the Housing Authority’s Affordable Housing and Public Housing assets. Under the general direction of the Housing Services Assistant Director, this position will assist in developing the budget, monitor revenues, track expenditures and operational goals, objectives and priorities. The position will be responsible for managing the contracted property management firm to ensure timely reports as well as compliance for all regulations based on the Landlord/Tenant Law, Fair Housing Regulations, and the Real Estate Brokerage. This position will supervise property managers and a maintenance team which will coordinate and monitor on-site inspections and file audits.
The ideal candidate will have experience directing, monitoring, and overseeing the physical, regulatory and fiscal operations of all housing assets and possess extensive knowledge in Landlord/Tenant Law, Fair Housing Regulations, and the Real Estate Brokerage. The candidate will also have experience in HUD system including capital fund, EPIC and PIC and the public housing program, supervising property management and maintenance staff and overseeing management agents and service providers. ESSENTIAL JOB DUTIES
Duties may include, but are not limited to, the following:
- Monitors, coordinates and oversees the physical, fiscal and regulatory operations of DHS’s housing assets and properties. This includes oversight of property managers, management agents, and service providers; on-site inspections, negotiating leases, compiling operating budgets, conducting audits and developing housing assets.
- Manages and assists in the analysis of real estate assets to determine immediate, short term and long-term capital needs to preserve the assets. Identifies, analyzes and develops properties for preservation, rehabilitation, acquisition and/or new construction, including investment properties.
- Oversees on-site property inspections to evaluate the physical condition and results of property maintenance activities; identifies and resolves deficiencies according to Department of Housing Services (DHS) and Housing and Urban Development (HUD) policy guidelines; schedules and oversees capital improvement or maintenance requirements.
- Manages the selection of external program and project personnel, including technical and financial consultants. Manages the preparation of Requests for Quotes, Requests for Proposals and procurement of consultant and financing services related to housing development. Manages and administers consultant and financing contracts.
- Monitors, interprets and implements changes in regulatory requirements for funding programs; prepares and submits annual compliance reports, contracts and related documentation; assesses assigned properties’ liability, risk and exposure and coordinates with appropriate DHS staff to determine whether properties have adequate insurance coverage.
- Applies an extensive knowledge of Landlord/Tenant Law, Fair Housing Regulations, and Real Estate Brokerage to solve complex operational problems.
- Ensures DHS staff members are trained on Landlord & Tenant Laws; manages the grievance process according to regulations; collaborates with police and neighborhoods to resolve community issues and promote good neighbor status.
- Reviews monthly reports and financial statements for each property; analyzes performance against annual operating budget; reviews monthly reports and financial statements for compliance with bond indenture requirements, tax credit requirements and economic performance; reports noncompliance when it occurs; recommends and initiates operational changes in order to meet performance projections.
- Prepares and reviews project and department budget estimates and agency capital budget estimates or proposals for completeness, accuracy, and conformance with fund source requirements, regulations, other agreements, and approved capital needs assessments. Prepares budget summaries for each project and the department, as a whole, for use by program managers and directors.
- Manages the tracking and forecasting of DHS owned properties’ capital needs. Leads an inter-agency effort to prioritize, plan and fund the identified needs.
- Creates or oversees asset management databases as assigned. Manages the reporting of unit and property information to HUD, agency departments and outside agencies.
- Manages compliance of property management companies to ensure all program rules and regulations are followed, as well as contract requirements being fulfilled.
- Manages the public housing portfolio including all staff, capital fund reporting, communication with HUD and all other related reports and duties essential to remaining in compliance with HUD regulations regarding the public housing programs.
- Represents DHS in public forums, board meetings, housing advisory committee meetings, and in court-related issues involving lease violations.
KNOWLEDGE, SKILLS AND ABILITIES
Education and Experience:
A typical way to obtain the knowledge and abilities would be:
- Bachelor’s Degree from an accredited college or university in finance, accounting, real estate, business administration or a related field; OR
- Four (4) years of increasingly responsible housing asset management experience; OR
- Four (4) years of increasingly responsible experience with affordable housing programs including the tax credit program; OR
- Four (4) years of experience with federal/public housing programs including the Housing Choice Voucher (HCV) program or the Public Housing program.
If you have completed education in a foreign college or university and are using this education to meet the minimum qualifications, you must provide documentation that the foreign education is comparable to that received within the United States’ accredited college or university system or your application will not be accepted.
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
- Must possess a driver’s license valid in the State of Oregon and have an acceptable driving record per Washington County policy.
- Must successfully pass a thorough background investigation, post offer.
